This enables all parties – investors, delivery partners, and commissioners – to work toward shared, transparent objectives.
Measurement and Evaluation

This includes the use of quantitative and qualitative indicators, baseline comparisons, and ongoing monitoring to assess progress throughout delivery. Where appropriate, independent assessment and verification are used to support credibility and accountability.
